College of Information Management, Heilongjiang University, Harbin 150080, China )Abstract: To find out which research tools are used together and to analyze the reasons why they are used together can better play the role of similar tools in the field of policy quantification. Literature that meets the requirements of this study was collected, and the results were qualitatively interpreted and quantitatively analyzed by literature research method and statistical analysis combined with social network analysis software. Although quantitative research methods are playing an increasingly important role in the field of policy measurement and have achieved a series of research results, qualitative analysis, as an important auxiliary expression means, is still indispensable and has a certain role and status. Researchers are more interested in research tools with less computational difficulty, lower threshold and more flexible operation.

数字信息资源建设趋势解读报告会召开

开放出版时代，为更好地构建开放资源环境，形成新型资源建设模式，中国科学技术信息研究所于2019年5月13日特邀图书情报领域知名专家武汉大学研究生院院长陈传夫教授和武汉大学信息管理学院院长方卿教授对元数据资源建设中的知识产权管理、开放获取信息资源新趋势做专题解读，来自全国图书馆、信息研究所、高校等文献领域工作者共150余人参加了会议。

陈传夫教授指出，在进行过多来源元数据集成管理过程中，由于元数据类型多样、来源渠道复杂、采集方式不一、涉及多方主体，存在复杂的版权管理问题。图书馆或其他文献提供机构应注意保证元数据产权清晰，确保元数据合法性，完善授权许可机制，充分运用适用于图书馆等公益机构的法律或规则，履行合理的注意义务，防范版权风险。

方卿教授从利益相关方的角度解读了社会各界在开放获取运动中扮演的角色与所持态度，指出科研资助机构及图书馆界是开放出版的倡导者与支持者，科研机构与科研人员在期待开放获取的同时对资源质量有所忧虑，行业学会协会则认为开放出版模式存在一定风险，而大多数出版商对开放存取一直持怀疑和抵制的态度。随着开放出版机制的完善，需要妥善处理学术标准与收费的关系、坚持同行评审、培养专业编辑队伍。

开放资源建设与元数据集成服务对数据的获取、保存、共享、重用具有重要意义，图书馆作为开放资源的建设者、整合者、服务者，应重视开放资源和元数据资源建设，注重采集、加工、分析数据，以及服务过程中的版权问题，积极应对开放获取时代的机遇、风险与挑战。
